How does the DIPAS User Community work?

The Strategic Commission (StraKomm) is an association of all community members, represented by one delegated person per member. The tasks of the StraKomm are matters related to the strategic and functional orientation and further development of DIPAS, issues of community governance and regulations on cost sharing. In addition, the StraKomm is responsible for the technical assessment of further development proposals for the DIPAS core. The Hamburg Ministry for Urban Development and Housing (BSW) chairs the committee.
The Technical Commission (TechKomm) is an association of all community members, represented by one delegated person per member. The task of the TechKomm is the technical assessment of further development needs related to the DIPAS Core, e.g. with regard to feasibility and type of implementation. Based on this, the head of the TechKomm formulates requirements for the technical realisation as a prerequisite for implementations within the DIPAS Core. The Hamburg Agency for Geoinformation and Surveying (LGV) chairs the committee.
The membership fees are used to manage and coordinate the user community. The contributions are only used to cover expenses. There is no profit motive.
Subscribing member: annual fee (net)
- Public administration organisations at federal and state level, except city states: €10,000
- 1 million inhabitants or more: € 5,000
- 500,000 inhabitants to less than 1,000,000 inhabitants: € 3,000
- 100,000 inhabitants to less than 500,000 inhabitants: € 2,000
- Less than 100,000 inhabitants: € 1,000
- NGOs, research organisations or equivalent: € 2,500

The principles regulate the collaboration of the members and the membership fee. If you would like to join the DIPAS Community, please complete the membership application form and send it to the address indicated on the form. If you wish to reallocate your delegate mandates, please send us a modification request. You are also welcome to contact us in advance to clarify any open questions.
