The DIPAS Community brings together municipalities and institutions from all over Germany to jointly continue developing the open source software. Anyone who uses DIPAS can become part of this community and help shape the future of DIPAS.

The membership fees are used to manage and coordinate the user community. The contributions are only used to cover expenses. There is no profit motive.
Annual fee (net):
- Public administration organisations at federal and state level, except city states: €10,000
- 1 million inhabitants or more: € 5,000
- 500,000 inhabitants to less than 1,000,000 inhabitants: € 3,000
- 100,000 inhabitants to less than 500,000 inhabitants: € 2,000
- Less than 100,000 inhabitants: € 1,000
- NGOs, research organisations or equivalent: € 2,500
- Internal member area and SharePoint in the Dataport customer portal
- Digital meetings of community members
- Announcements and communication via email
Roles
- Dataport: Community management (initial consultation, support, organization, administration)
- Hamburg Department of Urban Development and Housing: Member management (new members, changes, cancellations) + specialist-strategic lead
- Hamburg State Office for Geoinformation and Surveying: Technical lead

The Strategic Commission is an association of all community members, each represented by one delegate per member.
Tasks:
- Issues relating to the strategic and functional orientation and further development of DIPAS.
- Issues relating to community governance and cost allocation regulations.
- Technical assessment of proposals for further development of the DIPAS-Core.
The Hamburg Department of Urban Development and Housing chairs the commission.
The Technical Commission is an association of all community members, each represented by one delegate per member.
Tasks:
- Technical assessment of further development requirements relating to the DIPAS-Core, e.g., with regard to feasibility and type of implementation.
- Based on this, the TechComm management formulates requirements for technical implementation as a prerequisite for implementation in the DIPAS-Core.
The Hamburg Agency for Geoinformation and Surveying chairs the committee.
