How can I access DIPAS?

Are you an administrative employee in Hamburg and want to use DIPAS?

1. Get in touch

Contact the Stadtwerkstatt team and discuss your planned project free of charge and without obligation:

2. Order the DIPAS-procedure

Together with the colleagues at Stadtwerkstatt, you can order your individual DIPAS procedure from the Agency for Geoinformation and Surveying (LGV). You will receive the offer approximately 1-3 working days later.

3. The procedure is set up

As soon as you have placed your order, your procedure will be set up. This takes at least one week.

4. Start your DIPAS procedure

Once the procedure is ready, the LGV will send the access data to the Stadtwerkstatt. After an introduction to the DIPAS backend, you can fill in your procedure. If you have any questions, the Stadtwerkstatt will gladly assisst you.

Are you a city or municipality in Germany and want to use DIPAS for your participation procedures?

Option A: Get DIPAS "as a Service"

With „DIPAS as a Service“ from dataport.kommunal, you can concentrate fully on your participation procedures. Dataport operates the application for you in its BSI-certified data center. DIPAS can be obtained free of charge via the German Administration Cloud. To keep the hurdle of entering the DIPAS world as low as possible, only individual participation procedures can be commissioned via a generic DIPAS instance (“DIPASaaS-Lite”).

Option B:  Operate DIPAS on the city's own IT infrastructure

As an open-source solution, DIPAS is available to cities, institutions, and research facilities for reuse and further development.

How the DIPAS-Backend works

You can manage your participation process centrally in the DIPAS backend. It is based on the Content-Management-System Drupal and offers a clear administration interface. This allows you to create, customize, and evaluate your DIPAS participation process independently.

The process is simple:

  1. Create a template: The technical administration once creates a process template with all the basic settings.
  2. Customize the process: This template is then duplicated for each individual process and subsequently customized.
  3. Fill and manage: The department responsible for the project fills the process with content, configures participation functions, moderates contributions, and exports results via the central interface. It is also responsible for the subsequent evaluation of the content.
