The DIPAS System
DIPAS combines Hamburg's online participation tool with digital planning tables to create an integrated digital system for citizen participation. With DIPAS, citizens can access digital maps, aerial images, 3D models and other geodata from home using their smartphone or at events with the help of interactive data tables and thus provide precisely localized feedback on planning projects.
The DIPAS navigator
In the DIPAS navigator, all participation procedures that have been and are being carried out with DIPAS are displayed on a daily basis. It provides key overview figures and statistics and at the same time allows users to dive into individual participation processes. Here, all interested parties can find out where, when and on which topics participations have taken place, which processes are currently open for participation and when local events are scheduled. The DIPAS navigator thus provides orientation and an overview and invites people to get involved.
The procedure metadata of the individual DIPAS procedures are automatically aggregated via standardized interfaces and are thus visible in the DIPAS navigator on a daily basis. Manual updating of the content is not necessary.

One Tool for the Whole City and a Wide Range of Topics
DIPAS is used wherever the city wants to engage in an exchange with its citizens, i.e. in urban development planning as well as in the expansion of cycle paths or in the development of climate protection concepts.
Use Cases
On the website of the Stadtwerkstatt of the Ministry for Urban Development and Housing you can always find current participation processes in Hamburg that are being carried out with the DIPAS online tool.

Development in a Real-life Context
The system was developed step by step and with several test loops in real participation processes and evaluated by the HCU during the project. So far, DIPAS has been tested in a model procedure in the Bergedorf district, in the Harburg CLEVER project, at the Magistralen construction forum and at the Grasbrook workshops. Development Consortium and Public Code Publication
DIPAS was developed by the Department of Urban Development and Housing (BSW) together with the State Office for Geoinformation and Surveying (LGV) and the HCU CityScienceLab. The software is open source and was made available under GPL license in February 2021 to other cities, institutions and research facilities for reuse and further development.
