DIPAS as a reporting portal for water protection

For the third consecutive year, DIPAS has been collecting reports on dry waterways and low water levels in Hamburg. Since 2023, the Hamburg Authority for Environment, Climate, Energy, and Agriculture (BUKEA) has been using the participatory system as a reporting portal called “Trockener Bach” (Dry Stream). On the digital city map, Hamburg residents can mark sections of waterways that appear unusual and submit their observations directly to the city authorities. The initiative has been well received: Last year alone, the portal received more than 80 submissions and comments.

The DIPAS participation page is updated annually, and the reports are regularly evaluated by the responsible departments. This creates a continuously growing database that helps the city administration identify long-term trends and develop targeted measures to protect water bodies and biotopes.
