New DIPAS feature: Natural Language Processing for the Digital Participation System

In January 2023, the two-year project ‘DIPAS analytics’ will start: Together with the Hamburg Authority for Geoinformation and Surveying and the City Science Lab at HafenCity University, the Stadtwerkstatt (Ministry for Urban Development and Housing) is developing an NLP-based toolbox to support the process managers in analysing large amounts of feedback during and after participation processes.

The use of Natural Language Processing (NLP) is intended to support the project managers in structuring and processing the constantly increasing number of digital contributions in DIPAS. The digital toolbox that is being developed is intended to efficiently cluster, sort and visualise the information collected from the text contributions as part of individual participation processes and all processes as a whole. This enables fast, valid and uniform pre-structuring at the level of the individual procedure and opens up the possibility of analysing a larger number of procedures. Here, the technology is not intended to replace human labour, but to support it. The review and assessment of the contributions by the experts responsible for the procedure remains decisive for the evaluation.
